Just released from jail, Carlos, a drug dealer with an anxiety problem, is immediately caught between warring suppliers while being watched by Max and Donny, two cops as unhinged as the criminals they pursue. Jayne, a legal aid lawyer with whom Max is having an affair, asks Max to lean on a young drug dealer as a favor for a client.
