During the French occupation of Spain, in the New Spain a group of men led by Francisco Azcárate, Francisco Primo de Verdad, and Friar Melchor de Talamantes propose to the Audience, and to the Viceroy José de Iturrigaray himself, the creation of a government council that would confer autonomy to the Viceroyalty.
